On the motion of SAGIP Party List Rep. Rodante Marcoleta to reduce the budget of the Commission on Human Rights to only P1,000:
The P1 k budget for the Commission on Human Rights (CHR) is a symbolism that carries a very simple message that said agency should be able to discern: That it should perform according to what the Constitution directed it to do—no more, no less.
Did the CHR actively investigate the human rights violations committed by enemies of the State such as the Maute group, the Abu Sayaff group, the BIFF, the perpetrators of the Mamasapano Massacre and the masterminds of said military operation? If the answer is NO, isn’t the 1 k budget only appropriate, if only to dramatize the non-performance of its mandated duties of protecting the human rights of ALL the Filipinos?
The CHR appears to champion only the rights of the criminals, but is tight-lipped on the rights of the civilians killed by drug addicts—thus exacerbating the agonies of their families. A Commission on Human Rights marred by selective application of its functions and double standards is not the human rights agency envisioned by the framers of our Constitution.
