Duterte: COA hasn’t contributed to stop corruption, ihulog niyo sa hagdan yan

Iginiit ni President Rodrigo Duterte na wala umanong naitulong ang Commission on Audit sa national development at sa pagpapahinto ng katiwalian sa gobyerno.

Ito ay matapos ireklamo sa kanya ni Ilocos Norte Gov. Imee Marcos ang ginagawang audit ng COA sa probinsya. Matatandaang samu’t saring anomalya ang nadiskubre ng COA sa mga transaksyon ng Ilocos Norte government habang gobernador si Marcos.

Nais ni Duterte na ipahulog sa hagdan ang sinumang COA personnel sa Ilocos Norte.

“Sino ba taga COA dito? Hulog niyo na sa hagdan ‘yan,” ani Duterte.

Sinang-ayunan naman ito ni Marcos: “Yes, yes, yes.”

Ayon kay Duterte, habang may naipapakulong na public officials ang COA, mayroon umanong mga nakakatakas pa rin mula sa accountability.

“Yang COA na yan, some guys in gov’t went to jail because of a circular, and other guys went scot-free because of the same circular… Depende na lang where the swing, the legal arguments there,” ani Duterte.

Wala umanong naitulong ang COA para ipahinto ang katiwalian, ayon pa kay Duterte.

“COA has not contributed to national development. COA has not contributed to the stopping of corruption… ‘Yang circular na yan, pakialam ko diyan. Make it a law. Mahirap yan,” ani Duterte.

Hinimok pa ni Duterte ang government officials na huwag sundin ang mga walang kwenta umanong circulars ng COA.

Davao City

Noong Mayor pa ng Davao City si Duterte, kinuwestiyon ng COA ang mahigit 11,000 contractual employees ng City Mayor’s office.

“The city has no written policy or manual on the hiring of employees particularly under contract of services and job orders. Identification of persons to be hired for such nature rests directly upon the recommendation of the department heads and other officials of the city,” ani COA.

Sa mahigit 11,000 pangalan na nasa payroll ng LGU, 3,253 lang dito ang regular employees.

Wala ring dokumento ang ibang contractual employees na sila’y nagtatrabaho sa City Hall.

“These conditions cast doubt that entries in the daily time record of these employees…are manipulated, thus regularity and validity of the related expenditures could not be ascertained,” ani COA.
